About the Author
Dr. Richard P. Payant spent more than 22 years as Director of Facilities Management at Georgetown University, and 23 years with the U.S. Army Corps of Engineers. He has established and directed operations and maintenance programs and environmental management programs. Bernard T. Lewis (deceased) was a project engineer for NASA for 10 years and taught engineering management at George Washington University.
